As the title says, you don't need to know how to draw — the designs are from the stamp tool. As long as you can color, draw lines, and use the eraser, you can make this outfit!
Comment section, OP adds:
The pattern sheet is here. For the outline, use a blue slightly darker than the main color. The stamps used for the design are the two shown in images 2 and 3 with the little finger. Erase the ribbon below the bow, then enlarge it — place two bows overlapping on each side. For the flowers, it's mainly about adjusting the colors: just replace the light and dark shades of the original flower stamp with colors you like. The stamp's original background color can be set to transparent using the paint bucket, or erased. The blended/gradient parts use a square brush in the same yellow as the neckline~~~~~ The last two images are model showcases.
Thank you

How to Use This Design
Outline with a blue slightly darker than the main color. Use the two stamp tool patterns shown in pics 2 and 3. Erase the ribbon under the bow, enlarge it, and layer two bows on each side. Recolor the flower by replacing its shades with your preferred colors; fill the stamp background with transparent using the paint bucket or erase it. Use a square brush in the same yellow as the collar for the gradient effect.
