Use the image as the main reference. Make the goldfish stamp first: take the goldfish from the stamp tools, brighten and layer its colors as needed, then save it as a one-use stamp. Make any repeated motifs into one-use stamps too, block in the rough color areas of the yukata, and finish by stamping those motifs on top.
