Make the bear sister as a perler-bead treasure first, then use it directly from the stamp menu. For the polka dots, use Fill > Small Polka Dots, second row and second from the right. Pick a darker dot color so it stays visible.

Kumako perler bead pattern — a treasure! Once finished, you can use it directly in the stamp tool. For the fill, select polka dots — small polka dots (second to last in the second row). I'd recommend choosing a darker color for the dots, otherwise they won't show up very well. Perfect for a cozy home check-in look!
